My reading of that article is that people like Dean and Malcolm are not mentioned because Dick was not the sole (or at least majority) reason for their involvement with the Albion - the list is purely people for whom we can wholeheartedly say Dick takes a lot of credit for.

They've just said they won't register for the 2010 season if the rules aren't changed. Seeing as the rules they are talking about haven't even been ratified yet by the FIA, it's posturing.
