They sure are, and I hope the PL throw the book at them too. I'm just wondering how this is all going to play out this season. Could potentially lead to a LOT of uncertainty around the relegation zone as these clubs fight like rats in a sack over the sanctions imposed.

Fair point and I hope you're right. The cynic in me feels that the lawyers will get called in, and this will get tied up in legal knots ad-infinitum. City have successfully swerved any serious sanction through this method for years, and you can bet your left bollock the Chelsea/Everton lawyers...

Its been applied for now, but the same thing happened with Tottenham years ago. They effectively bought back the points deduction turning it into a fine, and also got reinstated into the FA Cup, if memory serves. Punishment can always get adjusted.

10 points gives the PL plenty of wiggle-room. I fully expect this to be at least halved on appeal, with the rest of it suspended for 2 years or something.
