The problem is that the some of the "volunteers" they use can easily pass for being over 21 despite the headline grabber of them being baby faced 16 and 17 year olds.

QPR know that the Football League doesn't have any cojones when it comes down to the nitty gritty of enforcing the FFP rules. QPR will argue that the rules don't apply to them because they were in the Premier League when that particular set of rules were introduced.
