Dunno - perhaps a simple 'primary asset' or 'primary business/source of income' test ? Easy enough to cross-check with the data HMRC have at their disposal - much the same as treatment of second homes for CGT purposes etc. Just distinguish between where it's your livelihood or an 'investment'
More closing than opening - just in the immediate area Hassocks is now a housing estate, Waterhall has been 'rewilded', and the Burgess Hill par 3 course will be a housing estate in a few years time. Lots of courses struggling financially.
Should certainly impact agricultural land values...............if there's no longer a tax advantage then the wealthy aren't going to be buying farms (and will presumably be selling, although not sure there will be many buyers around). Probably won't impact IHT much either way as if the numbers...
I suggested earlier it's the straw that's broken the camel's back - I guess all of the other issues are a piecemeal collection that combined (over many years) have made life increasingly difficult, but this is a new, headline change by a new government so presents an opportunity to kick up a fuss.

Nope. Would be treated as a ‘gift with reservation’ and still be included in the estate for IHT purposes. Maybe working farms that have been in families for generations should be exempt 🤷♂️ You could potentially gift it to avoid IHT and still occupy it, but would have to pay a full market rent...
