The wording states that a person belongs to the gender they have at conception.

At conception every embryo is female. Female genitals start developing first and are only replaced with male ones at about 6 weeks after conception.

With legal documents, you can't get away with "well it obviously meant...". What's written is written.

So every American is now, according to executive order, a girl.

(d) “Female” means a person belonging, at conception, to the sex that produces the large reproductive cell.

(e) “Male” means a person belonging, at conception, to the sex that produces the small reproductive cell.

One notable thing about Trump's first term, which is already being repeated, is how bad his lawyers and acolytes were at producing unambiguous or just correctly worded documents. The sex of a fetus is determined at the moment of fertilization when the sperm contributes its chromosome (either X or Y) to the egg.

Edit: this wasn’t meant as an absolute answer on sex, gender etc but merely to point out that the joke that Trump as designated all Americans as female doesn’t really hold up.
