Exploiting a loophole in that he's not explicitly buying votes but paying people to sign a petition and collecting their contact information so that his PAC can subsequently "influence" their vote.

I get that, but I'm not sure he actually is worse. Don't get me wrong, he's horrible, he's a chancer and a naked opportunist.
But...
He doesn't, and will not, command the kind of loyalty and fear that Trump does. He's not going to scare congress into following him because else his legion of rabid cultist will be let loose on them. I don't see senate, and maybe even the majority of the house Republican caucus being willing to bow down to him they way they have to Trump. I think a Vance presidency might see the GOP suddenly discover their spines again. I don't think Vance has the kind of pull that would let him get away with threatening to jail his opponents.
Also Vance has reinvented himself several times, including at least three name changes and a period where he might have been cross-dressing. He is a very confused man. He was staunchly anti-Trump until he saw a chance to move up the greasy poll by growing a beard and pretending that he has always been MAGA through-and-through. I could well see him suddenly deciding that he's something else again.
None of this is to say that I'd be at all happy about a Vance presidency. But I'm not entirely convinced that it would actually be worse than Trump.

That it's a huge, polarised country where not everyone is engaged in politics and not everyone knows/cares enough to pay enough attention to understand what Trump is. Most people won't have seen the 39 minute swayathon and some who have, won't care because he's the Republican nominee. I find that tragic and really sad, but surely the worst thing to say about the American political landscape is that an election involving 50 states is effectively only a 7 state election to determine the outcome.
It's a system which really needs to change and has been significantly damaged by Trump's behaviour in the last 8 years. He has threatened the established norms and broken the societal niceties which had been observed in elections for decades and generations. For an oaf, he's cast an incredibly long shadow.

What I find weird is that those voting for Trump say they are anti-establishment, are fed up of the status quo and their politicians etc.... and they seem to believe that a Trump government will do things in their (The People's) interests. Mental.

Because he's no longer beholden to Trump. He's no longer courting Trump's favour. So he no longer needs to flatter Trump or try to appeal to his narcissism. He "plays the game" only when he has to.
Apart from his deluded fan base do you honestly believe that everyone who says how great he is actually mean it? There are even those in his own party who are outwardly sycophantic towards him who privately think he's an asshole. Possibly even Vance and Musk.
Vance has pretty much said it before but now he's "playing the game".
How long ago did he say it? He's had plenty of time to mention it before now, just before the election.
Vance isn't exactly trustworthy either, did they ever find those animals being eaten?

It is against federal law to pay people to register to vote as a condition of signing a petition - requesting people provide their contact details to a SuperPac and telling them someone maybe in contact with them about their vote may indeed be pushing the boundaries of the law too far. Some legal scholars are saying so and with my limited background in law, instinctively this feels like a clumsy attempt to circumvent finance laws.
As I said above, federal campaign finance laws in the US are very strict as we saw with the Stormy Daniels indictments. The issue in that case was Cohen paying off Daniels in close proximity to the 2016 election. The proximity to the election of spending $1m a day to get likely Trump voters onto the electoral register may also be a potential litigation issue in this instance too..
Context is important - ‘law’ is interpreted by case law - if something defeats the purpose of the law or goes against the spirit of the law, it is not something judges look kindly on.
This will certainly be subject to some investigation and debate - it is not as black and white as you suggest and simply ‘exploiting a loophole’.
