My local greasy spoon offers scotch potato pancakes - not bad but no substitute for black pudding

At the risk of asking a dumb question, what is a scotch potato pancake? Is it similar to something like a Spanish omelette?

Fried eggs (runny yolks)
Sausages (Pork chipolatas)
Tomato (Fried)
Fried bread
Mushrooms

All topped off with HP sauce and a nice mug of strong tea.
Note: No way must toast ever be substituted for fried bread, never never never,
