The phrases Top Dog and Under dog come from the ship building industry. In orderto make the long planks of wood needed the tree trunk would be placed on wooden slats, called Dogs over a pit. The "Under dog" would get into the pit (in order to operate one end of the two hander saw) and he would get all the sawdust, damp etc in his lungs and have to deal with rats bugs etc. The "Top Dog" (the more senior and respected half of the duo) would remain on top to operate his end of the saw, avoiding the nastiness of the pit and remain in fresh air.
