Yes they do.

You cannot fill up any pools, ponds etc unless they have fish in.
Small businesses will not be affected.
The elderly will still be able to use a hose pipe so as not to carry heavy watering cans.
you can use water butts, wells and bore holes.

a yellow card system is in place, but at the end of the day nobody has never been charged with using a hose pipe during a ban.

We are fitting free water saving devices for Anglian water customers to any household that wants them in the Anglian region.
shower saves , 'tap magic' water reducing inserts, shower timers. we convert single flush toilets into dual flush with 'ecobeta's' and we were giving out a free hose gun up until the ban was announced three weeks ago, but will now give out a free garden pack containing water absorbent crystal to put on your plants.

we were also told not to clean our vans, as to appear that we are not wasting water....................
