Had to get a job as Taxi Driver to get money in. Had tax and financial problems. Lost work at Taxi rank with other drivers not queueing and stealing his fare. Solicitor would not do something he wanted re tax affairs ( inland revenue ).

After the planned killings he knew the game was up and he was dead so decided to vent his anger and frustration at the World and took out randon strangers unlucky enough to be in the way on his route.

You really are answering your own points here. Yes and 99.9% of people would do nothing but he was the 0.01% we need to identify before it gets to this. Its very difficult though I agree.
