Unless they've changed the rules, when teams finish level on points, the first separator is not goal difference, it's the result between the two teams.

In which case, Serbia would finish higher.

If we finish TOP we could face GERMANY if they finish runners up.

On the other hand we could face GERMANY if we are SECOND and they are top.
