Does the "transfer list" still exist so that clubs know which of your players are available on loan? I know technically that would be a "loan transfer list", but still.

No it isn't. He can agree and sign a pre-contract with a foreign club, but if he wants to sign for another English club he can't sign a pre-contract until the last weekend in May or 6 weeks before the end of his contract, whichever is sooner.
