He is only saying its not cheating because he feels guilty and is trying to rid his shame. For what its worth kissing is not cheating if you are out on the town and you get a snog off some old boiler its a bit of fun. If you persue it and snog her all night with some nipple tweaking thrown in and your tongue down her throat then you are entering dangerous and cheating territory.
