A substantial moiety of the very people whom those cuts will hurt the most will vote for them.

The most important thing in politics is never to forget that there are enough people to swing an election who would volunteer to live with their family in a cardboard box under a railroad bridge, and cook sparrows on an old curtain rod over an open fire, provided your manifesto promises that the people in the next box over -- black, gay, foreign, different -- don't even get the sparrow.
