Oh for goodness SAKE.
NASA would have been well aware that there was less atmosphere than Withdean on the moon before they landed, and therefore no wind. The flag has wire running through the lining to make it "stand out", so that it doesn't just hang limply down the pole.
This was very important, to ensure that any aliens landing there would be fully aware that America own the moon.
