Newspaper.
Get a couple of metro's each on the train or whatever, and take them into the ground. Looks better than a few balloons, most of which are left to blow away 10 mins before kick off.

Toilet paper rolls but the railways only put sheets in toilets these days.

Blue paper? ???

Bristol away in the FA Cup a few years back, a few hardcores were handing out torn up blue and White paper in the away pub, looked pretty good when the team walked out! Entire away end littered with white and blue paper!

When questioned by police, he denied igniting the flare and claimed he had found it smoking on the ground behind him.

He said he feared it would burn his trousers, so he picked it up and held it at head height - so everyone could see it - just as it flared up.

However, photographic evidence obtained by officers showed him holding the flare and smiling.

In the field
Cambridge United fans went through a phase of shredding yellow pages (their club colours) and distributing them throughout the fans on away days. It looks amazing if done well.

White paper shouldn't be a problem but blue paper could be harder to source - how about the bunting from Charlotte Vere's election victory party?
