If you use last nights game as an example had Arsenal won the penalty shoot out at Half time they would have pushed on to get a goal to level the scores knowing they had won. Wigan on the other hand would have pushed for a second goal knowing that if Arsenal scored one they would be out or as you say shut up shop for a draw and would they be able to hold Arsenal for another 45 minutes, would they be prepared to take the chance.
Had Wigan won the shoot out they would then have probably shut up shop knowing they would win and try to avoid conceeding a goal but Arsenal would have thrown everything at them as that would be the only way to get through. Wigan would have been no worse or better off than they actually were last night defending a 1 goal lead.
Remember the penalty shoot out only comes into play after the extra time so it would mean a team defending not 45 minutes but 75 minutes a much more difficult task so much so that they probably wouldn't try to sit and defend it.
