It is called a JURY. A JURY does not witness the incident either but in a court of law you listen to the evidence and arrive at a decision.

Is another thread really needed? I really think it has all been blown out of proportion I was literally three seats away from The Complete Badger and I didn't even notice it happen, so it couldn't have been that much of a drama.
