I'm surprised at this because I know that a banknote costs about 18p to produce but only lasts a few months. I'm not sure notes can be recycled either, due to that metal strip.

It just won't go from the higher parts of Mansfield. We've had a shower of freezing rain this afternoon; really small droplets of ice which descend surprisingly slowly.
I don't disagree, but the point people seem to be missing is that the Govt. is considering making criminals out of those in lesser concerns (i.e. smaller companies) who are doing the same as they are.
