What if there were 1000 seats available in Zone A and 600 Zone B or Zone C ballot winners decided they wanted a cheaper option to their seats to make their credit last longer. They got in first which left 400 seats for 1000 Zone A STH's
Its has probably already been asked but:
If you are successful in the ballot and your ST is in Zone A will you be able to upgrade if all zone A seats have gone by the time you go to allocate your seats.
My only thought is - if one mid choose one lower then one lower cant get a seat - I know its unlikely to happen as not all ballot winners will take up seats anyway.
