It's certainly the sort of sh*te that gets written a lot at this time of year. Why would Tottenham even be considering (never mind being ;keen on') spending £40m on a player that their new manager, whoever he may be, might not want?

Bearing in mind the salary a club would have to pay him for a 4/5 year contract, £10m sounds about right (with £4m going to Manure of course).

£40 million isn't going to build a team with twelve out of contract. He ain't going anywhere, Palace will further extend his contract and increase his wages.
With Eze out they are stuffed on options to build a new team.
