So am I right in thinking that the seats that we are putting in now an in the futre have already been payed for in the original budget? or does Tb have to splash more cash?

Any project manager who pays for goods/services up front before they are delivered would be a bit of a tool, as they'd be in deep dooodooo if the supplier went out of business, or even if simply the items weren't of acceptable quality when delivered.

No, however almost certainly the stadium tender would have requested that the price would have been specified in the original quotation and agreed in the original contract (probably with a specified time limit on the validity of the quotation to allow for the potential of delays due to planning issues).
