Yes they can. The one that [MENTION=14365]Thunder Bolt[/MENTION] links to is, if you click the link, dated as November 25th 2016. So he was refusing to sign in November, and then did sign in January, per [MENTION=25007]Albion in the north[/MENTION]'s link.
