OK, they finished 10th, but qualified via the One City, One Team rule. Meaning that although Liverpool and Everton finished above them only one team from that city could go through.
See - told you you were a nerd.

This is how the table finished in 1967/68 season.

1 Manchester City
2 Manchester United
3 Liverpool
4 Leeds United
5 Everton
6 Chelsea
7 Tottenham Hotspur
8 West Bromwich Albion
9 Arsenal
10 Newcastle United

Manchester City qualified for the European Cup as league champions.
Manchester United qualified for the European Cup as holders.
Liverpool qualified for the UEFA Cup by being one of the four eligible highest placed teams.
Leeds United qualified for the UEFA Cup by being one of the four eligible highest placed teams AND being holders.
Everton did not qualify because of the One City - One Team rule, and Liverpool had taken that city's spot.
Chelsea qualified for the UEFA Cup by being one of the four eligible highest placed teams.
Tottenham did not qualify because of the One City - One Team rule, and Chelsea had taken that city's spot.
West Bromwich Albion qualified for the European Cup Winners' Cup by winning the FA Cup.
Arsenal did not qualify because of the One City - One Team rule, and Chelsea had taken that city's spot.
Newcastle United qualified for the UEFA Cup by being one of the four eligible highest placed teams.

So there.

"One City, One Team" - what a shit rule.

However, we have to remember the context. 1967 was the year of Psychedelia and Flower Power, when mind-bending drugs were all the rage, even at the FA.

It was to do with the Trade Fairs which were happening around a European continent which was still being re-built. The football was incidental to the fair to the point that the first 'Inter-Cities Cup' (as it was originally known) was started in 1958, with the first final between London and Barcelona being in 1960.

Could the Albion apply to play in the French league, and be in Europe (as opposed to OF Europe) every other week? I mean,we've got the basis of a squad,n'est ce pas?
