I think the only way in which we will really be able to combat hooligans is to rate people out of 10 for looks. Say less than a 6 isn't allowed in. I know this would especially work for Brighton fans as the amount of people who boast of getting arrested at matches for being violent with the opposition are probably 4 or 5s.

You could hypothesise that they are only hooligans BECAUSE they are hideously ugly.
