There's so much on health and safety when doing community service, id be surprised if they were allowed, could catch something or touch a needle etc. Painting a fence is probably the most they would be allowed to do.I may be wrong but when you commit a crime and are sentenced to do 'x' hours community service I thought that picking up litter was one of the tasks designated (amongst others).
A kind of rubbish of society picking up the rubbish of society.

It's only as daft as your "it's all the government's fault". People lazily blame 'Tory cuts' for absolutely everything rather than taking responsibility for their own actions. It's possible that funding cuts may have contributed (ditto Health and Safety legislation), but it wouldn't matter if people were better behaved.Bit of a daft comment. It won't, of course, and it IS the fault of these idiots, but the problem has gotten much worse because it's no longer being cleared up. It's a common positive feedback mechanism whereby if people see that where they live is being looked after, they are more likely to look after it themselves.

Sorry, but IMO it's about the owner being responsible. Why not put the dog crap in a bag and take it home?
