It is bird spiking that has probably been laying in a gutter after degrading and falling off
We have new neighbours and they were clearing the gutters the other day so if they didn't know about these, might have knocked them loose and now the birds are going all Barnes Wallace with them on my patio. Thanks

Looks very much like a Hypertension Timble Regulating Clip for a Dual Reverse Cyclic Magnatron Valve assembly. Very common for birds to enter the open chambers of the Lower Pressure Vessel prior to operation as they are often left open to allow the dispersal of the accumulated waste gases which if left in situ can cause a runaway Morton reaction which as we all know could be fatal!
