Guessing there's a vent underneath, probably allowing through flow from a suspended timber floor that abuts a concrete slab.

I swear that this was not of my doing. It's too neat for a start.

This is part of what has me puzzled. Its not neat at all, there is no symmetry, its like someone has gone at it with a drill really slapdash. I work inside peoples houses all the time and I have never seen anything like this. Looks like a balls up to me. Also they have put the skirting down first and left gaps between the skirting and the floor. The flooring should have gone down first and then the edges covered by the skirting.

My mate once lived in a flat that had holes in the laminate flooring. It turned out his flat had previously been used to record pornos - many of which featured a cage bolted into the floor in what was now his front room. Much amusement once that was found out and a few movies found with footage in his flat

Either under-floor heating vent or under-floor speaker outlet.

Or most probably a DIY numpty drilling holes in other wood and forgetting to put something underneath to protect the floor ...
