They are noisy, becuase there are THOUSANDS of them. Fourteen people spread across the South stand, will not be QUITE the same.
And the stewards will probably confiscate them at the turnstiles as offensive weapons, anyway...

Just think of the dribble a lot of H Block could get in their vuvuzelas.
There aren't that many of them at all. They're just extremely loud.
