What makes me question this is that the price we bid was supposedly €23m and not that far off Palmeiras's rumoured asking price.

Now City come in with €40m? Why would they do that? Surely not even City are stupid enough to just splurge an extra £10m+, and on an unproven teenage CB no less.

If Fabs figure is right it’s a package up to €40 million. That doesn’t mean they’re paying €40 million up front. Doesn’t seem that odd to me.
Seems he’s now agreed personal terms.
Typical that we miss out on the two defenders we’ve had firm interest in.

The Athletic wording regarding their bid for Reis is "valuing the 18 year old at upwards of £25m (€30.1m)".

Hmmm. I think if City want to repair their squad, about the last thing they need is a CB for the future. They need a striker and some dynamism in CM as a priority.
Looks like Fab stirring to me.
They might be expecting a significant transfer ban soon. I think they are filling the coffers whilst they still can. This one could happen tomorrow sadly:
