Velux window repair needed

The loft bedroom has a velux window problem....firstly it only partially opens and secondly its developed a leak between the window and the frame ..in one corner. It does suffer from condensation and its not necessarily when it rains.

Anyone know someone who specialises in velux windows that they could recommend?

Sounds like it's partially blocked,do you have trees etc nearby,perhaps a bit of cleaning is all that is required-
