The hawkers along the seafront during the promotion parade were giving them away with any purchase. Son's mate got one but I'd definitely keep it away from naked flames if I was him..

Yes a license is required for a street stall. See the case of the 5 year old girl who was done for setting up a lemonade stall!

If they have a pedlar's license from Police/Council they can sell on public highway I believe. Though if they've selling snide goods trading standards can get them arrested.

There was a bloke outside Brighton station on Sunday selling the half and half scarves and also still trying to get rid of those really crap flags they were trying to sell at the end of last season - the almost transparent 'Premiership' ones.
