The FA don't pay enough to have upper tiers open, so no real point to push the crowd above the operation costs. Although official figures say 20003, that is more than actually turned out. Especially looked that way from where I was sitting on WSL. But real good effort considering the bitter cold.

Last season WITH the upper west it was 22,000 without corners or upper east. If both upper tiers were shut, how could there be 20,000?
