That's affordable rents (at lower than "market rents"), with no associated "right to buy" nonsense. Exactly what government policy tries to prevent. There's a lot to be said for feudal estate management.

Of course people are told that "we" need the extra housing because of "our" needs. Which is presumably why the latest estates to be built are being marketed for investment opportunities in middle eastern countries. Most properties are being snapped up by foreign investors for the letting market.
