The wording states that a person belongs to the gender they have at conception.

At conception every embryo is female. Female genitals start developing first and are only replaced with male ones at about 6 weeks after conception.

With legal documents, you can't get away with "well it obviously meant...". What's written is written.

So every American is now, according to executive order, a girl.
