Maybe that's what they want. Seem to be fewer companies wanting to take up the franchises nowadays once they realise that they can't just skim money off the top, they actually have to provide a meaningful service also. Hopefully the path to renationalisation of the railways.

South West Trains has 3 companies currently vying for it's franchise renewal I believe.

I once went into work on Saturday morning in London and was given five different excuses for the train being delayed within a two hour period.

The government know it's virtually impossible to run right time service on busy commuter routes. That's why they pay Go Ahead/Keolis to run it and take the flack. This franchise IS virtually nationalised with all revenue going directly to the DFT. It is probably pressure from the DFT to cut costs by reducing staffing levels or creating new posts whereby either staff leaving/retiring won't be replaced or new staff will be on much lower salaries with much reduced pension rights.
This is probably in reaction to the McNulty report.
