I think the problem is that there are so many trigger points that there isn't a 'main' one that everyone can focus on! The drip feeding of various bits of crap makes focus difficult. They need to do something that will be so s**t that everyone unites, like the poll tax. They u turn though on a considerable amount of things which makes it look like they're 'listening'. People would have to carry billboards rather than placards just to get a small focus on the various things that have happened with this government.
