His foot was pointing straight down - there is no way he was trying to avoid the defenders leg.

I thought it was a brave/good decision. Only because it has sent the pundits mental. It was a tough call IMO, I though he went for the penalty instead of the ball. :shrug:

Just checked the rules and you are absolutely correct. The ref can either take their word or look at it himself.
Looking by the onfield ref at it means it’s not overruled but he has the chance to change his decision he might say no

Yes, if they think it is wrong and it is in the penalty area, they will ask him to review it.

I thought the same as you two but this is what the fifa page says: "The referee decides to review the video footage on the side of the field of play before taking the appropriate action/decision, or the referee accepts the information from the VARs and takes the appropriate action/decision."
