It's not the drop of a hat, it's been four years. They put them up when we were in the Championship and have yet to bring them down again.I understood that clubs cannot simply drop the admission price for games at the drop of a hat. They need approval from the League and then agreement from the opposition club to do it. And you are only allowed to do it a certain number times (three?) each season. And I think they have to be chosen well in advance

No, you CAN drop them 'at the drop of a hat' in as much as that is feasible. The only criteria is that any reduction must apply to home and away fans. The rule you're thinking of is the 'local promotion' one where you reduce prices for home fans only but away fans still pay the full price. You're only allowed four of those a season.
