A second Referendum is clearly needed to break the Brexit deadlock.
However, having ‘remain’ on the ballot paper is far from a given. I suspect the EU will force us to have it on the paper in order to agree an extension of article 50.
The essential question to ask on Brexit (and the only one deals the EU would agree too) would be the following:
Which Brexit deal do you want?
1. Norway+ (soft)
2. Maydeal (medium)
3. No Deal (hard)

I would hope everyone would be united (leavers and remainers) in condemnation of the EU if they insisted remain should be on the ballot paper in such circumstances. The decision of the content in such a referendum is the sovereign right of parliament to determine not the EU.
They wouldn’t insist though, they are not that bad.
