I thought the new rule was that you couldn't concede a penalty and be given a Red Card as it is Double Jeopardy

No that's not true. That only applies if you make a reasonable attempt to win the ball. If you foul without trying to win the ball or use your hands to block the ball going into the goal then it's still a red.

Yes, and NSC never goes overboard with it's enthusiasm for an Albion player.
