I would suggest you look at the whole interview and the context within it was said. He wasn't suggesting strickers should actually be shot, he was pointing out how ridicoulous the BBC's policy of balance is. Unfortunately a lot of very stupid people have jumped on a sound bite and reacted in an idiotic way. One would suggest that most of those that have done so are hand wringing lefties.

He was not poking fun at the BBC's balance, he was clearly having a shot at the public sector and strikers.

There is always some truth in a joke, and he wasn't laughing when he said it. Clarkson was just saying what Cameron and his buddies say behind closed doors.
