Not quite true, if they believe it could cause a disturbance they can move them on using section 61.
The police used it here when the locals confronted the travellers as they were moving on to a site, the police moved them on then.

Every council is legally obliged to find travellers permanent sites, and every council administration in Brighton over the past 20 years seeking to find a permanent site has identified Horsdean as the most appropriate.
The fact that the travellers, by their very nature, don't want one, and have allegedly taken to wrecking the one they've been supplied is another matter.
