As I said on NSC yesterday ...


The Report that went to the City Council's Enterprise, Employment and Major Projects Cabinet Member Meeting on 16 September 2008 included this:-

Financial Implications

5.1 As part of the development process the council, as landlord, must be satisfied
that the Community Stadium Ltd has secured sufficient funding, bonds,
guarantees and grants for the completion and operation of the development.


In its capacity as landlord, the Council approved the Club's latest proposals. Whilst the details of the funding, bonds, guarantees and grants haven't been made public, we can assume that the Council have been sufficiently satisfied that things are fine. The Council have now released their land to the Albion - which, again, confirms that they are satisfied that the funding is secured.


Do the club have to meet that criteria in phases LB or do thet need to show the entire funding package in one lump ?

Would this account for any delay if the funding was only partly in place ?
From the contractors perspective of course as well.
 






Do they ask for evidence of where the funding is coming from or do they take the word of the people that want to it?

I recall a time when the say-so of the Chief Executive of Brighton & Hove Albion Football Club Ltd had absolutely NO credibility with council officers. The fact that Mr Bellotti was also a County Councillor made no difference.

I cannot imagine a circumstance in which the City Council would hand over control of land that it owned for a major development without being TOTALLY satisfied that the development would go ahead to completion. If they didn't, the risks would be enormous. The people involved would be sacked - and, quite possibly - jailed.

O.K, so could a situation arise (and forgive me for simplifying things here) whereby someone from such a bank/financial institution/ whatever wrote a statement saying 'Dear Football Club I promise to lend you £25 million to build your stadium Signed Dave the Banker dated 3/9/2004', and that letter be put in with the planning application and so on and the council be happy with it and grant permission.

Four years down the line when A.N Other FootballClub turn up at Dave The Bankers bank (or whats left of it) and say 'Abouth that money you promised youd lend us 4 years ago...' and Dave The Bankers replacement (he lost his job due to some global economic downturn) says 'What loan/what money/sod off'?

They told me its a secret. What do you think they were going to say?

Well, what did you want? A full, explicit report with details?

And all this BEFORE the deal is negotiated, signed, sealed and delivered.

According to the club, they are talking to several financial organisations - how this is all affected with the recent stock market fun and games, I've no idea. However, my point is, I'm guessing that the club themselves might not even know which deal(s) to go for just yet, and won't do until it's time to sign.
