Seems that it has all gone quiet on this.
A number of strikes on Google that are a year old indicating that there will be a number but nothing recent indicating that there is one.

and they're going to make police patrol the nightclubs in order to stop people smoking? Okay, if there are police in nightclubs (on "smoke patrol") then any fighting can be contained immediately but most trouble happens away from the nightclub. The police will be redistributed away from patrolling the streets?

not an expert on this but Tru has a smoking terrace on top, Oceanias when it reopens will be mainly unerground, therefore no where to smoke, im guessing (as many people socially smoke) they will loose out big time on this
