It's just a spreadsheet that you can import into Outlook. You would have to match up different headings used for Notes, probably, but should still work, I would think.
I've never used Notes, so I'm guessing that it can import csv files.
Alternatively, Excel can open the csv file and re-save it in many different formats, so just find one that Notes can import.
