Jonjo Shelvey springs to mind

Excellent on the ball, but lacks mobility, dynamism, bite. Bissouma's got the lot. He's nowhere near the standards of Viera or Keane, and certainly needs to become more consistent, but there are clear signs that this has been happening in 2020. I can't think of too many other midfielders in the lower half of the PL that I'd want ahead of Bissouma.
Ndidi is a midfield general in my view. Henderson too.
