its a cricket term, where the ball can be pitched to create most variation, therefore uncertainy.

in football its used to describe the zone around the edge of 6 yard box, deliver a cross with pace and theres a risk defenders rushing back might as likly knock in a goal as your strikers.

If a sensible answer is allowed, it's where the bowler pitches the ball so the batsman doesn't know whether to leave it, and risk his stumps being up-rooted, or play it where he may edge it to slip or keeper. Bowling the ball here repeatedly, ie Glenn McGrath, can unsettle and upset a batsman's thinking- and then half the job is done.
