Since 'PooGate', in your opinion, have the Board been:
Inert?
Inept?
Effective?
Decisive?

Decisive?
I don't know enough about 'The Board' to make an informed decision. It's a sizeable group of people (8?) with different roles.
Player recruitment has been poor - really poor with the benefit of hindsight. So whoever is (ultimately) responsible for that has performed badly.
On the managerial side, they acted swiftly and 'decisively' to suspend Poyet, though with hindsight, many (myself included) question the route they chose, as the time it took, messed up preparations for the next season. The choice of Oscar was a good one - the second excellent choice in a row. Oscar then left because he was (delete according to your want) frustrated by the transfer set up / unstable / a bit cold / bored. At this point the club appointed Hyppia, who has not proved up to the mark, despite looking at the time a decent choice. No club gets every appointment right. Most would settle for 2 out of 3. They might act sooner to remove the poor one though.
You've gone on (and on, and on) about the loss of soul/commercialisation of the club, so they clearly been doing something - stuff you don't like - but it rules out 'inert'.
So currently 'indecisive' over Hyppia's future, it seems.

In fact you could almost say decisive because they have kept the clueless Finn in charge. Thats decisive although I dont agree with it.
yes, you are right, they have been decisive though with the appointments, albeit not necessarily the right ones.
Would love to be a 'fly on he wall', i mean who directs them on football related issues?
the fly?

I don't see 'the board' as much more than a rubber stamp on football decisions.
If you look at the names, they're mostly all Tony Bloom appointees, apart from Martin Perry and Derek Chapman. I believe I'm right in saying that Robert Comer joined the board under Dick Knight, but mainly to look after TB's investment. Marc Sugarman was at school with TB and Adam Franks was at Manchester University with him. Peter Godfrey was the Amex contact.
So, to all intents and purposes, the board is Tony Bloom. I doubt there are many dissenting voices at board meetings.

I agree, but with a proviso - I agree that there would be no 'dissent', and certainly no agitating against TB. But - if he has surrounded himself with his MATES, then surely they wouldn't be afraid to tell him if they thought he was making mistakes - as opposed to say, paid employees?
I hope so. That's certainly true of my mates, but then I'm not a multi-millionaire. I imagine that might change things.
