If bringing the stick is a bit of an effort, why don't folk just fold up the flag itself, and stick that in their coat pocket? Its not AS good, but you can still wave it around a bit, or hold it up.

I think the flags will look a bit rubbish unless you get the whole stand/crowd doing it. Solitary flags just look a bit down beat to me
